The story of the trailers which Grist has assembled from Freedom of Information Act requests, interviews, and the public record goes like this: Less than 24 hours after the New Orleans levees broke, trailer companies were in touch with local officials for the Federal Emergency Management Agency , setting up contracts to provide housing for people whose homes were destroyed in the flood.
Since 80 percent of New Orleans, plus a whole lot of Louisiana, Mississippi and Alabama coastline, had been flooded, the need for housing was overwhelming.
At the time, there were about 14,000 trailers in lots around the country, waiting to be sold? FEMA needed 120,000. It ordered nearly $2.7 billion worth of travel trailers and mobile homes from 60 different companies, and the production lines cranked into overdrive.
Still, a month after Katrina and Rita hit landfall, Louisiana had only managed to get 109 families into trailers. The alternatives were overcrowded shelters, or squatting in the wreckage of the flood.
As new trailers arrived, they brought hope: They were shiny and new, and most importantly, had never been buried under 12 feet of water. But when the people who were supposed to live in them opened the doors, many noted a strong chemical smell inside.
Some thought it was OK: It smelled kind of like a new car in there!
Formaldehyde test kits were about $35 apiece, and they added up fast. Gillette ordered 32 of them over $1200 worth.

The 2017 landfall of Hurricane Harvey on the Texas Gulf Coast marked the major hurricane since Hurricane Celias landfall in 1970. The National Weather Service listed Hurricane Harvey as the first Category 4 hurricane to make landfall along the Texas coast since Hurricane Carla in 1961. The 2018 National Oceanic and Atmospheric Administration and U.S. Department of Commerce report listed it as the second costliest hurricane to make landfall on the continental 48 states since 1900. FEMA has a promotional video that shows the process of being these housing units, also known as MHU units, that are designed to assist storm victims and provide temporary housing when for disaster survivors. Channel 2 in Houston began investigating the fate of the travel trailers when they noticed some being auctioned off on the GSA Auctions website. In fact, Channel 2 even spoke to Donnie Gannaway, a consumer who bought actually bought a brand new 2018, never-lived-in unit during a GSA Auction last month. He got the trailer for $19,244, he told Channel 2.

As of Thursday afternoon, Hernandez said, 1,150 mobile homes had been installed. When all is said and done, FEMA expects to erect 4,407 mobile homes. But authorities are constantly reviewing their lists to see if more can be added, Hernandez said. Our systems are getting better each day. But it still takes some time.

In the wake of hurricanes Harvey and Irma, its likely that the worst disaster-created housing crisis since Hurricane Katrina is playing out in Texas and Florida. Manufactured housing is sure to play a crucial role in recovery efforts, but FEMA is under tremendous pressure to serve overwhelming demand.
FEMA Administrator Brock Long spoke out on the crisis last week at a briefing in Washington. We dont have enough FEMA manufactured housing units for all the homes that were destroyed, he said. With Harvey and Irma combined, this is an extraordinary event that will require innovative solutions when it comes to housing.
However, Long said manufactured housing units will not be the primary temporary housing provided to affected Texas and Florida residents. The agency is already paying for tens of thousands of Harvey victims to stay in hotels in 33 states.

Dealers Can Better Serve Customers By Scheduling Inventory Homes For Production
Discover Modular Homes suppliers notified the retailer to expect wait times of 11 to 12 weeks for customer-sold homes. They were warned about longer production times to come, as manufacturers decide whether to shift total production to FEMA units. Nelms reached out to all four of the building facilities that produce homes for Discover ModularHomes.They informed him they will not be participating in the production of FEMA units, at least for now.
Nelms has authorized the Discover Modular Homes location in Denton to order several homes for inventory. This will assure the retailer production slots within the current manufacturers backlog.
Nelms explained that ordering these homes now will enable customers to purchase a home that is already scheduled for production. This will significantly reduce the wait time for delivery of these homes. In addition, the homes will not be subject to subsequent additional price increases the industry expects in the near term.

As FEMA ponders whether to resume public sales of thousands of surplus travel trailers and mobile homes that once housed Gulf Coast hurricane victims, at least one purchaser has figured out a way around the suspension: Buying scrap units not intended for human habitation and then returning them to the housing pool.
And there are indications that he wasnt the only one using the dodge before the agency moved to halt the practice.
The hurried purchase of tens of thousands of travel trailers and mobile homes after the twin disasters of Hurricanes Katrina and Rita in 2005 has been a headache almost from the start for the Federal Emergency Management Agency. Thats because many of the units also triggered headaches and far worse for the hurricane victims they were intended to shelter because they contained high levels of the airborne form of the industrial chemical formaldehyde.
That problem is at the center of a massive lawsuit expected to go to trial later this year, as nearly 40,000 plaintiffs seek damages from manufacturers of the units, four companies that installed them and the federal government. It also prompted FEMA to suspend sales of the travel trailers and mobile homes to the public in July 2007.
But now FEMA is finding that even getting rid of decommissioned travel trailers and mobile homes can be complicated.

Texas and Florida have by far the most manufactured home and pre-HUD mobile home residents in the United States. It would be disingenuous to suggest that manufactured homes will not play an important role in the storm recovery. In fact, the manufactured home producers expect the utilization of MHUs will considerably exceed the number of any previous disaster.
The manufactured home industry has a long-standing reputation for the rapid production of safe, quality housing. This is the singularly obvious solution for short and longer-term housing for hurricane victims. In fact, FEMA has already contracted with manufactured home producers for 4,500 MHUs. An additional 1,500 homes in FEMA inventory are also en route to Texas from their staging location in Selma, Alabama, reports the Selma Times-Journal.

Fema Temporary Housing Units Authorized For Sale To Eligible Occupants
AUSTIN, Texas At the request of the State of Texas, certain Hurricane Harvey survivors living in FEMA temporary housing units administered by the Texas General Land Office will be offered the opportunity to purchase their current unit.
To be eligible to purchase a THU, which includes manufactured housing units and travel-trailers, the survivor must lack a permanent housing solution, through no fault of their own. Applicants may only purchase a THU in which they currently reside.
Applicants must be in compliance with the conditions of the Revocable License they signed upon initially moving into the THU, and they must agree to insure the unit, including hazard and flood insurance.
The units will be sold as is, where is, with no implied warranties. The buyer must accept all costs required to bring the THU into compliance with local codes and ordinances. Local governments may choose not to participate in the sales program, in which case sales will not be available in those jurisdictions.
All eligible applicants will receive a letter, asking if they wish to purchase their current THU. Each interested applicant will be handled on a case-by-case basis.
If an applicant received repair or replacement funds from FEMA, those funds may be used to purchase the THU.
