Scrap Fema Mobile Homes Return As Housing
As FEMA ponders whether to resume public sales of thousands of surplus travel trailers and mobile homes that once housed Gulf Coast hurricane victims, at least one purchaser has figured out a way around the suspension: Buying scrap units not intended for human habitation and then returning them to the housing pool.
And there are indications that he wasnt the only one using the dodge before the agency moved to halt the practice.
The hurried purchase of tens of thousands of travel trailers and mobile homes after the twin disasters of Hurricanes Katrina and Rita in 2005 has been a headache almost from the start for the Federal Emergency Management Agency. Thats because many of the units also triggered headaches and far worse for the hurricane victims they were intended to shelter because they contained high levels of the airborne form of the industrial chemical formaldehyde.
That problem is at the center of a massive lawsuit expected to go to trial later this year, as nearly 40,000 plaintiffs seek damages from manufacturers of the units, four companies that installed them and the federal government. It also prompted FEMA to suspend sales of the travel trailers and mobile homes to the public in July 2007.
But now FEMA is finding that even getting rid of decommissioned travel trailers and mobile homes can be complicated.
I talked to a guy on site who said, Were getting FEMA trailers, picking them up cheap, he told msnbc.com.

Federal authorities are finalizing leases for two temporary sites in Butte County where hundreds of mobile and manufactured homes will be located to house families displaced by the devastating Camp fire.
A privately owned vacant lot in Chico will be the site of 250 homes, and officials in the nearby city of Gridley on Monday will consider a federal plan to locate 405 manufactured and mobile homes there, a federal official told the Butte County Board of Supervisors.
Kevin Hannes, a coordinating officer with the Federal Emergency Management Agency, said about 705 families have qualified for direct housing assistance.
I think that number will go up, he told the board this week.
The Camp fire was the worst in California history, destroying more than 15,000 structures and killing 86 people.
Much of the town of Paradise was leveled, and there has been much debate about how the city could be rebuilt. The fire displaced thousands of residents who are not sure where they are going to live and dont know whether they will be able to rebuild their homes.
Hannes said the agency already has secured leases for about 105 commercial pads where trailers can be placed and is working to get 250 more.
Group sites at two other locations will help provide space for most of the displaced families, though their construction is time-consuming and expensive, he said.

Fema Trailers Stored At Texas Airport Being Auctioned Off For A Fraction Of What They Cost
In the wake of Hurricane Harvey, thousands of manufactured homes were shipped to and stored at the Hearne Municipal Airport where they would be inspected before being shipped to families in need.
Fast forward to almost two years later and the trailers are still there — for now.
Were definitely okay with them being here. As long as they want to stay, they can, said John Naron the city manager of Hearne.
Naron says partnering with FEMA has benefited Hearne in several ways.
The whole process has been really good for the city. Its brought in a lot of jobs and its actually brought a lot of recognition to our town, said Naron.
The airport alone has received close to $2,000,000 worth of improvements made by FEMA, but the lease with the airport is up in April.
FEMA is now in the process of selling the leftover trailers to the public via online auctions.
KBTX has learned the trailers that reportedly cost FEMA around $65,000 each, are now being sold on a government auction website with bids starting as low as $100.
Were going to miss them, like I said theyve been great to us but theyve set us up to be able to attract economic development, said Naron.

Fema Bringing Trailers Mobile Homes To Sonoma County To House Fire Victims
One month after the most destructive wildfires in California history destroyed more than 5,000 Sonoma County homes, state and federal emergency officials are beginning the complicated task of moving displaced residents into government-sponsored travel trailers, mobile homes and other temporary living situations as the community sets its sights on long-term rebuilding.
In the short term, the Federal Emergency Management Agency plans to house fire victims in travel trailers at up to 80 spots in the Sonoma County Fairgrounds RV park in Santa Rosa. The county Board of Supervisors has authorized an additional 120 spots at the fairgrounds should the need arise.
At the same time, emergency officials are investigating whether they can put transitional housing on several other public sites around Santa Rosa and in the Sonoma Valley, and theyre prepared to deploy 1,000 trailers and mobile homes to house California fire victims. Officials say they can secure even more temporary living units if theyre needed.
What we dont want to do is just build a park or drop a bunch of units at a location, and then after you make the calls no one goes there, said Ryan Buras, director for the national qualification system at FEMA. Then you help no one. Were making sure that we match the resource with the need.
Also, FEMA says it has more than 100 larger mobile homes in the state that workers can set up as soon as sites are? ready for them.

The California law often speaks to factory-built housing, and this refers to modular housing built and transported in sections and set on a permanent foundation.
