Seniors Must Leave Mobile Home Park Near Scottsdale

More than 500 seniors who live in a mobile home park near Scottsdale on the Salt River-Pima Maricopa Indian Community will have to find a new place to live when the park shuts down in 2026.
Ric Olsen, who retired and moved into Shadow Mountain Village mobile home park about 10 years ago, planned to spend the rest of his life at the park.
Now, he and his neighbors are scrambling to find a place to move their homes.
Their options are limited.
Mobile home parks once a popular, affordable option for low-income families, local retirees and winter visitors are disappearing across metro Phoenix.
Rising land values in the region have led some park owners to redevelop the parks into pricier real estate options, like apartments or condos.
Parks still operating have raised rent prices and stopped accepting older mobile homes like Olsens.
What am I supposed to do? Olsen said.
When parks close, residents often have a short amount of time to find a new place to live. The high demand for a dwindling number of mobile home lots has left some people with no choice but to abandon their homes.
5 years to move
Residents at Shadow Mountain Village said they thought the company that manages the mobile home park had a long-term agreement with the Salt River Pima-Maricopa Indian Community to operate the park for decades.
Leaks At Winslow Prison Elsewhere

Arizona has 947 master meters operating in the state, according to the commission.
Of those, 98 properties were shut off this year due to potential leaks. Five sites remain shut off:
- Riviera Mobile Home Park.
- Park Paloma Apartments in Phoenix.
- Rivers Edge Mobile Home Park in Ehrenberg.
- Canyon Palms Apartments in Phoenix.
All other sites were turned back on following repair, inspection and a pressure test.
The leak at Winslow State Prison was discovered Oct. 24, causing the gas to be shut off.
The Department of Corrections temporarily transferred about 400 inmates to other prison complexes until the system is fixed. About 695 inmates remain at the prison.
“At no time was the safety of our employees or inmates at risk from the discovered line leak,” said Andrew Wilder, a spokesman for Arizona Department of Corrections.
The prison used roof-mounted heating units, hot shower trailers and portable kitchen facilities to cook hot meals.
Gas heating and hot water has been restored to three of the four buildings housing inmates. The fourth is set to be online by Saturday, along with the main kitchen, Wilder said.
The original gas pipeline at Winslow is more than 30 years old, requiring a full rebuild at a cost estimated between $1 million and $2 million, according to Wilder.

Other Park Already Closed
Roadrunner Lake Resort, the other mobile home park Wenner Management operated on the Salt River Pima-Maricopa Indian Community, closed in 2019.
Residents living at that park only had about two years notice that they would have to leave.
More than two dozen Roadrunner Lake Resort residents sued Wenner Management, claiming the company withheld information about the length of its lease with the Salt River Pima-Maricopa Indian Community.
Some residents of the park incurred unexpected costs to move their homes. Some couldn’t find a place to move and abandoned their homes. Others couldn’t move expensive decks and other immovable structures they had built on their lots and had to leave them behind.
The case settled for an undisclosed amount in 2019.
Shadow Mountain Village residents have more time to prepare to leave but, Olsen said, the challenges are the same.
Many homes in the park, including his, were built before 1976 and require significant updates before they can move to a new park.
Some manufactured housing communities won’t accept homes that old, Olsen said.
Olsen is sounding alarm bells now to try to find another place for him and his neighbors to move before they are forced out in 2026.
“This is not something that can wait,” Olsen said.

Chance For A New Community

The state offers some assistance for mobile home owners who have to relocate.
The state will pay up to $12,500 to relocate a double-wide home within 100 miles. It will pay an owner $3,125 to abandon a double-wide home.
It will also pay to rehabilitate a mobile home built before 1976 if the owner’s household income is at or below 100% of the federal poverty guidelines, which is $26,500 for a family of four in 2021.
The relocation reimbursement is often not enough to cover all moving expenses. And if a mobile home owner can’t find another park to move to, it’s a moot point.
Olsen is trying to convince the state or federal government to provide a long-term, low-cost loan to purchase 40 acres in Surprise that could be split into 100 lots. Each mobile home owner would own their own lot.
Olsen said he doesn’t want to deal with a land lease again for fear of another surprise forced move.
“I don’t trust anybody else anymore,” Olsen said.
He has reached out to Gov. Doug Ducey and U.S. Sens. Kyrsten Sinema and Mark Kelly, but staff from each office rerouted him to other levels of government.
Newly appointed Arizona Housing Department Director Tom Simplot said his department, which operates the state’s relocation fund, is researching whether pandemic relief funds from the federal government can be used to provide more assistance for people living in manufactured housing.
We are looking at ways to direct more funding to people living in older mobile home parks, Simplot said.

‘i Don’t Want To Be In The Gas Business’
The commission’s policy aims to educate master meter system operators about their systems and bring them into compliance.
“Property owners often don’t know all the rules, even though they are responsible for these master meter systems,” Ward said.
Effective Jan. 1, Corporation Commission inspectors will follow a new inspection protocol with more stringent requirements.
The commission’s new policy gives master meter operators a five-year period in which they can do one of two things:
- Turn over their system to a qualified gas company.
- Make the required repairs and maintain their master meter system.
For most property owners, operating a master meter system is a burden and they don’t have the knowledge to operate a pipeline system, Ward said.
Rooke plans to do just that, but will pay a hefty cost to get his system up to code so he can turn it over to Southwest Gas.
He estimates the cost to bring the system up to code is more than $500,000.
While it is more expensive to build a new system to Southwest Gas specifications and front the cost himself, Rooke says it’s worth it to never have to worry about a master meter system again.
“I don’t want to be in the gas business,” Rooke said. “I don’t want to have anything to do with the Arizona Corporation Commission.”
Ward said that she understands Rooke’s frustration and urges other master meter operators to not wait four years, or until a leak appears, to update their systems.
