Baltimore Is Furiously Knocking Down Vacant Houses But Barely Keeps Up As New Ones Go Empty
Despite demolition crews working at an unprecedented pace in recent months to tear down Baltimores vacant houses, the number of abandoned buildings in the city has barely budged. Even as long rows of empty houses are being razed, other homes are going vacant much faster than officials had expected for reasons theyre at a loss to explain.
In February, city records listed 16,724 vacant buildings. Eight months later, the figure was 16,577.
Housing officials pledged in March to finally make progress on reducing the number of crumbling, boarded-up houses that blight the city. They provided the Baltimore Sun with detailed plans for the coming year and pinpointed buildings to be demolished. Housing Commissioner Michael Braverman said that by summer 2020, the city would bring the tally below 15,000 for the first time in 15 years.
Today, that goal appears to be out of reach.
An analysis of city data shows overall numbers of vacant properties falling rapidly in areas targeted for demolition. But in other neighborhoods across the city the numbers have climbed, especially in six communities across southwest Baltimore and in a cluster of three areas in East Baltimore.
Braverman said his team fell slightly short of its demolition goal for the 2019 budget year that ended June 30, and watched as significantly more houses than it forecast became vacant.
He said his team doesnt know the cause. I could only speculate, Braverman said.
Vacant Properties To Be Demolished By Summer 2020
Political and community leaders in the targeted areas say theyre optimistic progress can be made on a problem that has bedeviled the city for years.
Mark Washington, director of the Coldstream Homestead Montebello Community Corporation,has been disappointed with the pace of change in the past. The neighborhood, currently home to 448 abandoned buildings, is projected to see 87 demolitions by next year.
This is going to sound weird, but I do have faith that the city will be able to handle its blight elimination objectives, Washington said. The city of Baltimore, which operates sometimes in fits and starts, seems to be progressively in motion to address the blight in the city.
In Washingtons neighborhood, officials and the community are thinking about what comes after the demolitions. A package of land facing Clifton Park has been offered to developers to build on, and the current projections call for more demolitions on neighboring blocks.
I think we have a realistic plan in place, Washington said. We believe were an undiscovered gem.
In recent years, the city Housing Department and state contractors managed by the Maryland Stadium Authority have knocked down about 500 vacant buildings annually. Developers fix up another few hundred each year. But at the same time, new houses become vacant in about the same numbers, as people move or die.
Derwin Hannah, a community leader and longtime resident, said the city doesnt give the area the attention it needs.

The number of vacant houses in Baltimore has remained stubbornly flat for a decade almost 17,000 abandoned buildings blighting the citys streets. And for every one knocked down or fixed up, a new one appears somewhere else.
But city Housing Commissioner Michael Braverman says his team is finally in a position to drive the number down, pledging to demolish more than 2,000 vacants by summer next year. Its a $50 million project that is projected to bring the citys total number of abandoned buildings below 15,000 for the first time in a decade and a half.
We expect to see the most dramatic push in the demolition of vacant and abandoned property, really, in history of the past several decades, Braverman said.
We do expect to get to record low levels of vacant and abandoned buildings in the city as a result of these extraordinary sustained efforts.
Housing officials have made big promises before pledging to tear down thousands of the vacant buildings that attract crime and drive down property values only to fail to deliver. In 2013, city leaders said they were quadrupling their spending on demolitions. The number of vacants kept rising. In January 2016, Gov. Larry Hogan announced a huge infusion of state funding for demolitions. Data the city Housing Department compiled at The Baltimore Suns request shows that the number of vacants dipped, then climbed. On Jan. 1, the city counted 16,962 vacant houses, barely any change from the 17,006 on Jan. 1, 2010.

Baltimore Using Qr Codes For Vacant Homes
BALTIMORE Hundreds of QR codes have appeared on boarded-up homes throughout Baltimore over the past month, as part of a city effort to help residents seeking information on vacant properties.
Last year, the Baltimore City Council moved to require housing officials to place signs on the citys roughly 15,600 vacant properties, about 1,350 of which are city-owned, advertising how neighbors can access information about each one.
When scanned, a QR code on the signs directs residents to a preexisting Department of Housing and Community Development page, where they can search for ownership information and other records. The signs also direct residents to call 410-396-0896 to access the information, or dial 311 if the property needs to be cleaned or secured.
The signs could be a boon for activists eager to inform communities about vacant properties, and for neighbors seeking contact information for owners when problems arise. But reaching owners can prove challenging, and thats just the first step in a long process aimed at reducing blight.
As of June 29, city officials had placed the signs on 655 vacant properties, said Tammy Hawley, spokeswoman for the citys housing department.
Code enforcers have been placing signs on the relevant properties while making their rounds, Hawley said. Originally, the bill called for property owners to place the signs themselves, or face daily fines. But officials cited logistical problems with that requirement.

The big question is where does the money for a program like this come from?
An organization called HOMES was on a conference call with the acting housing commissioner and local politicians to find a way to make it a reality.
HOMES Stands for Homeownership Opportunity and Mentorship for Economic Succession.
They are proposing bringing in a program where the city sells vacant homes and lots for $1 with a 1% interest.

The holdup is city funding.
HOMES calculated it would cost roughly $7 million for the pilot to do 40 houses.
Figuring it would cost around $150,000 for a minority contractor to build a house from ground up.
On Wednesday night, HOMES had the ear of Acting Baltimore City Housing Commissioner Alice Kennedy during a conference call.
